    Yeah, it’s from Carl Schmidt. A German sociologist/legal scholar from the early 20th century. I suppose you can discuss what he means by “properly take place”. I do think people overestimate how easy it is to fall into a state of Hobbesian chaos when the comforts we take for granted in the Western world fail to function.
